Troops appreciated their new weapon's lighter load as well, particularly on long marches. Additionally, the functionality and versatility of the M27 allowed it to be used in the Designated Marksman Role (DMR), something not possible with the M249 which was largely a weapon used for suppression fire. Because of the M27s select-fire capability, a feature lacking in M249s, the new weapon allowed variable fire rates as well as accuracy over range while featuring some commonality of parts with existing infantry-level weapons like the M16A4 assault rifle and M4 carbine guns (the M27 supports the base 30-round STANAG curved magazine box). Initial in-the-field acceptance of the M27 over the trusted and proven M249 was slow as small numbers of the new gun began making their way into active combat zones. Eventually the German Heckler & Koch HK 416 was selected the winner in 2009 and the weapon was adopted into USMC service as the "M27" during 2010. Eventually, the 100-round requirement was reduced to a standard 30-round detachable box magazine and several gun providers were contracted for testing samples. A program was started in 2005 to find a weapon to fill the need for an intermediate-sized automatic weapon capable of feeding from a 100-round cartridge supply in 5.56x45mm NATO caliber. But the GAO rejected that protest, claiming a CICA exception in which “the supplies or services required by an agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements.Adopted by the U.S. When FN Herstal lodged a protest with the GAO over the sole-source contract, claiming the Marine Corps violated the Competition in Contracting Act (CICA) of 1984 that requires “full and open competition through the use of competitive procedures” for all federal government procurements essentially, that the Marine Corps didn’t allow competition to yield the best product for the lowest price. If anything, it’s the speed of fielding, not the price, that appears of major concern to both the Corps and the GAO. The remaining $9.5 million doesn’t square with the predicted cost of $24 million. But it does note that of the $27.5 million spent to procure, test, and field the H&K M27 IAR thus far, a whopping $18 million went to the purchase of the weapons themselves. Ironically, the GAO report doesn’t include specific prices and quantities for the individual rifles proposed during contract discussions with H&K and FN: all of the various price points are marked as. But “starting over,” as Beaudreault put it, doesn’t appear to be the real money sink.
